Publisher accounts are approved by default once you complete registration and verify your email — there's no manual review at that stage.
The crucial step comes afterwards: the compliance review of the site(s) you submit. Your site has to be approved by our compliance team before you can start earning.
Once your site is approved and earnings begin, the only thing left to do is make sure your billing details are filled in correctly under Settings → Payment Settings — that needs to be complete before your first payout.
