TwinRed currently offers day targeting, which you can find under Campaign → Targeting → Days during your campaign creation flow. Simply select the days of the week you'd like your ads to run.
Hour targeting is not yet available but is currently in development — if you'd like an update on the release timeline, reach out to your Account Manager for the latest status.
